·Unaided private schools are mushrooming all over the country. They are operated by greedy and unethical persons whose only intention is to exploit masses in the name of ‘EDUCATION’ and take advantage of their poverty, illiteracy and ignorance. Majority of pupils are first generation learners.
·These quack academicians are also aware of the challenging employment conditions and so, are able to easily exploit the educated and qualified section of unemployed youth at very poor, meagre and negligible salaries. This is severely criminal and intended to frustrate youth into unethical and unscrupulous activities like private tuitions and also leaking of question papers or even forging qualifying certificates, results etc. Some institutions are even charging ransom amounts of money to provide jobs to teachers or staff and admission to students.
·This is further strengthened by employing unqualified or falsely qualified teachers who are lusty and unhealthy minded individuals out to make quick money. Our children are helpless victims at the hands of these quack teachers who are mostly directly or indirectly related to management personnel of such private institutions.
·The tuition, admission, development fees and all types of charges, fines etc are arbitrary and high-handed without giving the masses value for money. The burden of an uncontrollably growing population and the lack of capacity, infrastructure and will power of state and central governments make it convenient for such institutions to operate like under-world mafia!
·Many such institutions are affiliated to a board of examination and have made false promises including submitting false documents to obtain “NO OBJECTION CERTIFICATES” form state governments; while others just try to impart classes till class V111 and then, make their pupils appear as external candidates (another money-making venture) or coach them to appear for open or NIOS systems of alternate literacy.
PRAYER:
1.A regulating and monitoring system needs to be initiated involving parents, teachers and state or central government officials. Maybe a managing committee of 15 members involving all stake holders is the best option.
2.A complete and transparent system of internal and external audit by approved and certified government agencies to make revenue and expenditure fair and trustworthy.
3.These institutions must be force to impart affordable and quality education by employing qualified and committed professionals as teachers and distribute up to 85% of revenue towards salaries, staff and student welfare activities. The other 15% should be used for development of infrastructure, libraries, laboratories, playgrounds etc. The no-profit and 100% revenue utilization concept needs to be applied rigorously and religiously.
4.EDUCATION SHOULD TRANSCEND FROM BEING A CURSE TO BEING A BOON! This will make it affordable, reachable and unitarily practical.
5.Many such venture have proved beneficial to society and the involvement of community is the best form of decentralization of ‘power’ from a few to agroup of chosen many. Principles of equity and natural justice may be achieved to some extent and the instances of failures must not dampen the spirit of this promising model case.
6.Let US STOP COMMERCIALIZATION OF EDUCATION !!!
7.The nature of such unaided private schools need to be closely examined by affiliating and recognising bodies as well as state and central governments very closely and minutely. Not asking for government aid is an intended eyewash to mint black money by commercialising elementary and school education thus, grossly violating our Fundamental Rights of free or affordable education to all.
8.INSPECTION OF THE SCHOOLS TO UNCOVER GROSS IRREGULARITIES RELATED TO GRADE, SCALE & QUALIFICATIONS OF TEACHERS, LEAVE RULES, SERVICE BOOK, ACADEMIC COUNCIL, PARENTS’ COUNCIL, DEMOCRATIC REPRESENTATION OF TEACHERS & PARENTS IN MANAGING COMMITTEE;
9.STOP HIGH-HANDED TORTURE ON PARENTS AND STUDENTS BY MAKING THEM PAY ARBITRARY AMOUNT OF FINES FOR ABSENCE WITH REASONS;
10.APPOINTMENT OF TEACHERS ON CONTRACT INSPITE OF AGREEING NOT TO DO SO VIDE AGREEMENT DATED AUGUST 20, 1986 AND JULY 7, 1987.
11.NOT SENDING NAMES OF TEACHERS TO WEST BENGAL BOARD OF SECONDARY EDUCATION AND/OR COUNCIL FOR INDIAN SCHOOL CERTIFICATE EXAMINATION FOR APPROVAL;
12.FLOUTING THE DIRECTIONS OF PROVIDENT FUND OFFICE TO ALLOW EMPLOYEES TO MAKE ENHANCED OWN CONTRIBUTION causing untold financial challenges;
13.HAVING NO PROVISION OF FIRE SAFETY----SEPARATE EXIT / LICENSE INSPITE OF HAVING STUDENTS (BOYS & GIRLS) BETWEEN 2500 TO 3000;
14.HAVING NO TEACHER’S / PARENT’S / ACADEMIC COUNCIL OR SERVICE BOOK FOR TEACHERS AND DEPRIVING TEACHERS OF GROUP LIFE AND MEDICAL INSURANCE
15.ARBITRARILY SUSPENDING GRADE FOUR EMPLOYEES & TEACHERS AND FIGHTING COURT CASES AT SCHOOL EXPENSES. NOT ALLOWING EMPLOYEES TO JOIN EVEN AFTER THEY OBTAIN ORDERS FROM COURT AND SQUANDER SCHOOL FUND IN PAYING THEM SALARY AT HOME TO SATISFY PERSONAL EGO & VENEGANCE.
16.INVOLVEMENT OF SOME TEACHING AND OFFICE STAFF (MANAGEMENT LOYALISTS) IN VARIOUS BUSINESS ACTIVITIES LIKE TRANSPORT, SCHOOL CANTEEN, SCHOOL BLAZERS ETC.
