No.  IBAN is used in Europe to identify banks and accounts.

But isnt the name of the account holder is mentioned during IBAN COde?

This is what i go when googled it "It includes the domestic bank account number, branch identifier, and potential routing information."

Ya.. Its used for routing of money in Europe.
