Dear Gentlemen:

This is about the car that my sister bought. The car brand is Toyota lite ace bought in 2005, 2nd hand. My sister bought it for family use especially during emergency. The car was in my name because my sis is a canadian citizen.

When she left back to Canada, the car was in our house as it is my name. as owner. My other sister was the one who used it since I don\t know how to drive. For several months of using it, the car was temporarily parked at my cousin's house as my sis had no garage and also they planned to buy their own car. When they were able to buy their own car they did not use the car bought by my sister but they did not also returned it back to me as the owner. 

Instead of returning the car back to our house they let the car stayed in our cousin's house until one day our cousin asked permission to use the car from my sis. According to my sis he only aske d to borrow the car once yet our cousin continue using it until now since the time he borrowed it sometimes in late 2005. Since that cousin of ours is a government official (municipal mayor in our town) my sis was hesitant to take it back because she thought that our cousin might get mad.

Now my sis (in canada who bought the car) asked me to make singil (payment) of the car. Ayaw na nya itong babawiin dahil the car is no longer in good condition -sira na ang body and as what we heard the machine was replaced. In other words, repaired na ito pangit na ang body.  When we acquired the car it was original -not repaired as it was well taken cared of according to the original owner. Everything was in good condition including the air condition. The machine was original. We bought it in the amount of Php220,000.00, cash.

My question- what shall I do to make our cousin pay the car because I heard that he will pay the car as to his price, not our price. I guess it will be unfair if he is the one to determine the amount if in case he will pay it. I know the characteristics and personality of this cousin. Being on a government position(as mayor) he always want his will to prevail. Yet we won't allow him to do this because it was my sister who gave him permission to use the car. Supposedly he should asked permission from me as the owner of the car because it is considered as mine as it is registered in my name and he is aware of it. 

So please help me what to do to settle this matter.
