why? anybody who gets involved in the act knows the risks. if you make it compulsory, which in africa means putting it in the law, then people will have no choice. this plus the fact that circ is not a proven thing with regards to aids as are condoms for instance then I would suggest that people who want to should be circd but the reverse is that those who do not should not be forced. A bit of hygiene goes a long why and MC is not the only way to have that
