EVIL sibling failed to follow living will of parent several times and is POA of estate, using estate $ to cover HER LIE!

I have a family law issue, my parent had a living will with a very strongly worded DNR, and my sister violated that trust put in her as BOTH medical and financial POA for that parent.  Now after a massive stroke in which all MDs said she should not have been revived, my evil sister Kept my mother alive AGAINST every order in the WILL, on several occasions when my parent was "unresponsive" for which that parent just wanted a MAXIMUM treatment of pain meds only, in case that parent regained consciousness.  She lied to emergency first responders when they asked about a living will, and EVERY other individual who was involved in my parent's care from then on, including MD's admin people etc.  there is a section of the living will in which "gross Negligence" is discussed, and has a provision for the REMOVAL of the irresponsible party who didn't follow the provisions of the living will that she also, fails to acknowledge, and has hired a lawyer who knew her husband in prep school to defend her...my parent is suffering every second of every day for this medical and financial malfeasance of this evil sibling and I want her to pay for all my parents care and take her out of the skilled care facility and move her into the sister'as HOME since the evil one sold her beautiful home against the will of the other siblings, and now can't "die in her home!" as she requested her entire life, she can't speak or walk, and has been in diapers for years, and her suffering must stop! Also, she has never told any of my parents friends and other relatives or family physician about the stroke, and acts as if she is justified in not honoring my parent's wishes not to be kept alive w/o her facilities!!

Please help, this is a case in the keystone state!  Thanks in advance for the help!
