addresses which are nearly identical cause confusion. what is the legal position please?

I live in a close and my property address is number 1 (i.e. 1 xxxxx close). Next door to me is a house which straddles the entrance to my close and has 2 flat entrances. One is into the main street and carries the address of that street. The other opens into the road of my close.

I am receiving a lot of mail for the tenant of the flat which the owners appear to have named '1a xxxxxx cottages'. I dare say that some of my mail is being incorrectly delivered to my neighbour.

I am concerned that my credit score might be harmed if tenants of 1a run up debts and these are mistakenly assigned to me via the near duplication of address.

What is the law regarding address allocation please and who administers it (local authority? post office?)
