how to design and fabricate a simple and functional device that blows air. It must be manually operated and consists of

mechanical components such as gears,spring,rigid frame  and must include welding,lathing and milling process to make it..

any idea how to design it?

Take advantage of the pressure, by making wind power blower that principle is the same as the windmill. supplied vent origin, gears mounted inside and placed outside the room with enough height and separated from free air resistance
